NY, Oxford UP, 1920. The two international Hague Conferences (1899 & 1907) were held to discuss problems of armaments and the rules of modern warfare. Although they failed to prevent World War I, they furnished an example for both the League of Nations and the UN; the first conference created the Hague Tribunal. The instructions given by Secretaries of State John Hay and Elihu Root to the American delegates include a brief history of the peace movement in America and charge the delegates to establish a permanent court of arbitration.
